Notice on Providing Self-service Inquiry of Real Estate Registration Data

To Shanghai Municipal Natural Resource Ownership Registration Center and the real estate registration center of each district:

  In order to further optimize the business environment of property registration in Shanghai, lower the threshold of real estate registration data access, and improve the service level, we hereby issue a notice as follows regarding matters related to providing self-service inquiry of real estate registration data:

  The self-service inquiry of real estate registration data is oriented to the public, and the inquiry service is mainly provided via self-service inquiry terminals and the Internet.

  I. Providing inquiry services via self-service inquiry terminals

  The real estate registration data self-service inquiry terminal verifies the identity of the inquirer by reading the resident identity card information and face recognition. The owner of the real estate can inquire about the registered housing and land registration in Shanghai under his/her name based on his identity information. Others can inquire about the natural condition of the real estate, the cadastral map of the real estate, whether there is common property right, and whether there is mortgage registration, sequestration registration, advance notice registration or dissidence registration based on the location of the real estate. The real estate registration center of each district should set up self-service inquiry terminals, and if conditions permit, the self-service inquiry terminals should also be set up in the district’s administrative service center, community service center and other convenient service points, so as to effectively enhance the experience of the public and enterprises.

  The real estate registration center of each district should complete the setup and test of self-service inquiry terminals before March 25 to ensure that all self-service inquiry terminals in Shanghai will be available to the public on April 1.

  II. Providing inquiry services via the Internet

  Shanghai Municipal Bureau of Natural Resource Ownership Registration may provide real estate registration data inquiry service via Shanghai Municipal Government's “Yi Wang Tong Ban” one-stop online service platform. After authenticating himself/herself with real name, the applicant can inquire about the natural condition of the real estate, the cadastral map of the real estate, whether there is common property right, and whether there is mortgage registration, sequestration registration, advance notice registration or dissidence registration based on the location of the real estate. The online self-service inquiry of real estate registration data will be available to the public on April 1.

  After the self-service inquiry service becomes available to the public, the real estate registration center of each district should assign special personnel in the registration reception hall to assist citizens and enterprises to use the self-service inquiry terminals, provide information service for online inquiry of real estate registration data, and continue to provide the public with existing window inquiry service.
